I haven't seen anything that suggests Dial-A-Fix can provide a report of things that it would address. It would be nice to be able to first run it in report-only mode to see what it thinks differs from what it would set things to.

It can't do that because there is no interface to gather registration data from the DllRegisterServer() function. All you can do (as an external party who does not have access to the source code to Microsoft's registerable DLLs) is call the function and let it do whatever Microsoft designed it to do, so, that's all Dial-a-fix is able to do.
