I just spent a few "happy" hours on a computer that would download updates but not install them (or leave an error message in the online Update History). It turned out that a whole little section of the Registry was missing:

My suggestion is that dial-a-fix should check that the SensLogn key is present and, if possible, insert the appropriate values if it is not.
