Because if a site is good, it will naturally get a good/fair ranking by itself, by having people linking to it and having good content. If it don't get a good ranking, without doing SEO stuff, then its kinda gaming the system, and trying to get an unfair ranking, a ranking that is higher than it actually deserves. Many webmasters are eager to get a high ranking, and try hard to get it by using dirty SEO methods. Couple of years ago, search engines could index websites by their META tags, but now they don't do that anymore, because of all greedy webmasters.
