The phrase "free as in beer" is often used to contrast with "free as in speech" because in the English language, the word 'free' have more than one meaning. So the word 'free' is pretty disambiguatious. It can be interpreted in more than one way. The word is used both to describe 'gratis' and 'liberty'. In many other languages the word 'free' is only used as in liberty, and is not used for stuff that doesn't cost anything, instead 'gratis' is used.
