This question is prompted by something DJLizard said about restart.

If I change something, and it is suggested that I restart my pc... and I don't.

Does this mean that the change I clicked to apply does not get activated at all?

Or does it mean it won't be activated until I restart?

It means it won't get activated until you restart, so it will eventually be activated.

I think that generally if it's done through the GUI, unless it says to otherwise restart; you don't need to.

But if you mess with anything registry related, you need to reboot so it can load it on next start.
