May 17, 200917 yr Administrator Give Dial-a-fix a try, as it can often repair things that have changed which disallow users from opening usually.
May 17, 200917 yr Administrator if dial a fix doesn't resolve it, do an SFC as control.exe could be corrupted/modified. (you'll need the cd you used to install windows if it finds anything to repair) start -> run -> sfc /scannow this behavior is also caused by a corrupted .cpl file. http://support.microsoft.com/kb/q221153/

Also SFC purge, good to run before SFC scan.
May 20, 200917 yr If there are other things you cant access other than the control panel then it could be virus related as well. Look at the directions on the hijackthis section on how to get help.
