I can not open the Control Panel. I click on it and nothing happens. Any ideas?

Give Dial-a-fix a try, as it can often repair things that have changed which disallow users from opening usually.

if dial a fix doesn't resolve it, do an SFC as control.exe could be corrupted/modified. (you'll need the cd you used to install windows if it finds anything to repair)

start -> run -> sfc /scannow

this behavior is also caused by a corrupted .cpl file.

Conveniently, SFC scan is in the Dial-a-fix Tools menu (click hammer icon). Also SFC purge, good to run before SFC scan.

If there are other things you cant access other than the control panel then it could be virus related as well. Look at the directions on the hijackthis section on how to get help.
